Towards the beginning

of June last it was

reported

to me that Chinese Customs

Cruizers were

actually

blockading a portion of this Island by preventing junks suspected of ~

containing contraband goods such as saltpetre from leaving British waters.

As, however, nothing very

definite

was

brought to my

knowledge I merely gave

instructions that the locality,

which

was in the

neighbourhood of Stanley Bay, should be watched

and

any report made to~
